NOTICE OF SECOND PUBLIC HEARING

FOR APPLICATION OF

2023 COMMUNITY HOUSING IMPACT AND PRESERVATION (CHIP) GRANT FUNDS

 

 

The City of Cambridge intends to apply to the Ohio Department of Development (ODOD) for funding of a 2023 Community Housing Impact and Preservation (CHIP) Grant program, activities are funded through the Community Development Block Grant (CDBG) Small Cities Program (federal funds),HOME Investment Partnership Program (federal funds), and Ohio Housing Trust Fund (State funds). The CHIP applications are due to the State by Wednesday, June 21, 2023.

 

On May 10, 2023, the City of Cambridge and Guernsey County conducted the first public hearing and held a Housing Advisory Committee meeting to inform citizens and HAC Members about the CHIP program, how it may be used, what activities are eligible, and other program requirements.

 

Based on both citizen input and the recommendation of the Housing Advisory Committee, the City of Cambridge will be acting as the lead agency and the Guernsey County Commissioners will be partnering and propose to undertake the following CHIP activities in the City and County for PY 2023:

 

  1. Private Owner Rehabilitation – Total $444,729 (CHIP 21 Grant Funds HOME/CDBG – $406,000; local matching dollars City – $1,491 ($1,199 CDBG, $292 HOME); County $37,238 ($117 CDBG, HOME $37,121) to rehabilitate 2 units in the City ($148,243) and 4 units in the County (296,486).
  2. Owner Home Repair $210,000 to repair 5 units in the City ($87,500) and 7 units in the County ($122,500)
  3. Administration/Fair Housing – Total of $80,000 Administration/$4,000 Fair Housing

 

The City is applying for $700,000 to fund these activities and will also be administering the grant on behalf of the City and County.

 

A public hearing will be held on Monday June 5, 2023, at 10:00 p.m. in the Guernsey County Administration Building, 627 Wheeling Avenue, Cambridge, Ohio (Meeting Room on 1st Floor).   The City and County will be holding this meeting to give input on the above activities.
