Jack Marlin
President
Jack Marlin is the newest member of the Board of Commissioners, elected to the office in 2020. Previously, Jack served on Cambridge City Council for 13-years. He retired from Columbia Gas in 2018 after 40 years of service. After his retirement, Jack served as a volunteer for the Cambridge Municipal Court, in the court’s Community Service Department. Jack and his wife, Lori, were married in 1990 and are the parents of two adult children Abby and Emily. Jack is a member of the Cambridge Bible Church.

Dave Wilson
Vice President
Dave Wilson was elected as Commissioner in 2014. It was the first time he had run for public office. Dave was Operations Manager for Cambridge’s AVC Communications Radio Station Group for 32 years and was also the licensee of WBIK 92.1FM from its sign-on in 2002 until shortly after he took office. Dave and his wife, Cindy, were married in 1976 and are members of the First Baptist Church in Cambridge. They have two adult children, Emily and Steven, and two grandsons, Simon and Henry. Dave is a member of Cambridge High School’s Class of 1973.

Bill Cowgill
Commissioner
Bill Cowgill is serving his first term as a Commissioner for Guernsey County. He was a member of Cambridge City Council for 24 of the past 28 years. He spent the first five years as a ward representative, the next six as an at-large member and the last 13 as the President of Council. Bill is a 1975 graduate of Cambridge High School and a 1979 graduate of Bowling Green State University with a bachelor degree in Sales/Sales Management. He received a Master Degree in Business Information Technology from Muskingum University on June 3rd, 2022. Bill and his wife Chris have two adult children, Morgan and Seth and seven grandchildren. Chris and Bill attend New Pointe Church.
