COMPLIANT DRIVERS LICENSE

Beginning May 7, 2025, the federal government will no longer consider standard driver licenses and identification cards as sufficient forms of identification for air travel. TSA (Transportation Security Administration) will require a federally-compliant driver license, identification card, or other acceptable form of identification such as a U.S. passport or military ID to fly within the U.S.

Compliant Card
  • The compliant card has a star in the upper part of the card.
  • The compliant card can be used to fly or enter federal facilities, including military bases.
  • You must provide additional identity documents to receive a compliant card.
  • A Compliant Card cannot be used for international travel. International travel, including Canada and Mexico, still requires a passport.
Standard Card
  • A Standard Card cannot be used to fly, enter federal facilities or military bases without additional documentation approved by the Transportation Security Administration (TSA) or other federal requirements, as needed.
  • An Ohio standard driver license or identification card needs no additional documentation at time of renewal.

Both cards allow you to prove your identity for tasks such as buying alcohol, obtaining social services, or registering to vote. Only a driver license allows you to lawfully operate a motor vehicle.

NOTE: You will need to provide all required identity documents for a first time issuance of a driver license or identification card, regardless of your choice of a Compliant or Standard card.

How to Obtain a Compliant Drivers License-ID Card, applicants must provide proof of:

  1. Full legal name
  2. Date of birth
  3. Legal presence in the US
  4. Social Security number (SSN)
    • See more information below.
  5. Ohio street address – TWO documents, from different sources, proving Ohio street address that are listed on the Acceptable Document List are required for proof of Ohio residency.
  6. Proof of name change (if applicable)
  7. Acceptable Document Checklist for Compliant Card

Mandatory Insurance

It is law in Ohio that you must have insurance to drive any motor vehicle. A vehicle owner may not allow anyone else to drive their motor vehicle without insurance.

  • Proof of insurance must be shown at traffic stops, accident scenes, and vehicle inspections.
  • Minimum required for insurance coverage:
    • $25,000 for injury/death of one person
    • $50,000 for injury/death of two or more people
    • $25,000 for property damage in an accident

ID Cards

Living Will

Anyone applying for an Ohio driver license or identification card (ID) is asked if they have a valid health care power of attorney and/or a living will.

This type of document is a written statement detailing a person’s desires about medical treatment if they are unable to make decisions for themselves.

If you have a living will, you can choose to have this information displayed on your driver license or ID card.

Organ Donation

Anyone applying for or renewing a driver license or indentification (ID) card is asked if they would like to be an organ, eye, and tissue donor. Donor information is then listed on the driver license or ID card and in the BMV driver license database.

To register to be an organ donor online, please visit our Organ Donor Registry.

Ohio Revised Code: 2108.23

Ohio Administrative Code: 4501:1-1-36

Second Chance Trust Fund

The Second Chance Trust Fund was established to help solve the critical shortage of organ donors in Ohio. When applying for or renewing an Ohio driver license or ID card, you may make a voluntary $1.00 contribution to the Second Chance Trust Fund to help promote organ donation.

Identity Fraud

Your Social Security Number

To protect Ohioans against identity theft, the Ohio Bureau of Motor Vehicles has teamed up with the Social Security Administration (SSA) to verify the Social Security number, date of birth and/or name of anyone applying for or renewing a driver license or ID card.

If the applicant’s name, Social Security number and/or date of birth do not match the information on file with SSA, no license or ID card will be issued until the applicant produces documents proving the information.

Voter Registration

All qualified driver license and identification (ID) card customers are asked if they want to register to vote or change their voter status.

  • Voter status can be changed at any deputy registrar license agency by filling out a Voter Registration/Change of Address Form.
  • The deputy registrar sends completed voter forms to the County Board of Elections.

Armed Forces Designation

Any veteran, active duty, or reserve member of the United States armed forces may have an ‘Armed Forces’ emblem added to the bottom right-hand corner their Ohio driver license or identification (ID) card.

Applicants may visit any deputy registrar license agency in Ohio with their Ohio driver license or ID card and one of the following:

  • DD214
  • Active or retired military identification
  • Veteran identification card
  • Copy of current orders
